I. INTRODUCTION

This Charter serves as the binding operational and behavioral doctrine of Peregrine Shield, applicable to all registered operatives, officers, and associates under contract or in service.

Our role in the verse is clear: to protect, respond, and enforce with integrity, precision, and presence. To that end, the following rules define our Rules of Engagement (RoE) and Public Code of Conduct.
II. RULES OF ENGAGEMENT (RoE)

These RoE ensure lawful, ethical, and professional conduct in the field, regardless of system jurisdiction.
1. Engagement Authorization

Do not fire unless fired upon, authorized by mission parameters, or threat is immediate and verifiable. Preemptive strikes are authorized only if hostile intent is confirmed via intelligence or surveillance. All engagements must be proportional to the threat.

2. Civilian & Non-Combatant Protection

Collateral damage is to be avoided at all costs. Civilians and unarmed individuals are not to be engaged, even in high-risk zones, unless used as shields or active threats.

3. Piracy Prohibition

Looting, unauthorized boarding, extortion, or salvage of friendly or neutral vessels without contract clearance constitutes piracy and will result in immediate dismissal and bounty reporting.

4. Surrender & Detainment

If hostiles surrender or eject, lethal force is to be withheld unless: They remain an immediate threat. They have violated surrender protocol (i.e., rearming, evasive action).

5. Crossfire Control

Use fire discipline in group operations. Cross-system or multi-crew coordination must follow designated Fire Team Leader (FTL) orders.

III. PUBLIC CODE OF CONDUCT

These rules govern member behavior, both in public and within the organization.
1. Professionalism at All Times

Operatives represent Peregrine Shield. Public comms, spectrum forums, and in-system interactions must reflect discipline, courtesy, and respect. No public harassment, flame-baiting, trolling, or disrespectful behavior.

2. Chain of Command

Orders from superior officers or designated mission leads are to be followed unless they violate the Charter or UEE law. Internal disputes are to be handled through official arbitration channels, not public channels or in-mission argument.

3. Operational Integrity

Members shall not accept outside contracts that conflict with Peregrine Shield’s interests unless given clearance. Disclosure of internal intel, mission logs, or member identities without authorization is a breach of trust and security.

4. Faction Neutrality & Alignment

Peregrine Shield is neutral by design. Engagement in political conflicts, faction wars, or corporate espionage without authorization is prohibited. Contracts are reviewed for alignment with our values. We do not serve criminal syndicates, known pirate factions, or warlord regimes.

5. Loyalty and Transparency

All members are expected to report any breaches of Charter, suspicious activity, or conflicts of interest. Transparency ensures cohesion. Deception fractures the Shield.

IV. DISCIPLINARY ACTIONS

Violations of the Charter will result in:

Strike System: 3-strike policy for minor infractions Immediate Expulsion: For piracy, treason, intentional civilian harm, or leaking sensitive data Shadowlisting: Serious violators may be shadowlisted across the MercNet and relevant UEE sectors
