About The Republic of Novum Paladini

• The Republic of Novum Paladini was founded on the principles of a truly free, prosperous, and secure republic amongst the stars, the republic was found in the ashes of the Vanduul War in 2945. The Republic is open to accepting migrants into its community and employing them where able. Employment at foreign bodies outside the Republic are allowed under the Foreign Employment Act, signed in 2949 by the President of the Republic of Novum Paladini, as long as it does not break the legislation as written in the charter and its pointers to other law OR employment at foreign bodies do not conflict with Republic territory and interests.

Departments of the Republic of Novum Paladini

• Like other government organizations around the universe, Novum Paladini consists of multiple ministries/departments with their own duties. The Republic consists of the following ministries/departments:

Imperium

• In English: Government, Imperium is the Republic’s administration and leadership, consisting of The Senate, The House of Representatives, and the Chair of President. This administration also includes the following ministries:

Ministerium Externis Rebus

• In English: Ministry of Foreign Affairs, is tasked with all affairs and relations outside of the Republic, bonding alliances, partnerships, and employment places outside of the Republic. All diplomatic and geo-political duties are performed by Externis Rebus.

Ministerium Internum Rebus

• In English: Ministry of Internal Affairs, is tasked with all Republic matters that do not concern security/safety. Tasks like migration, celebrations, emergency management, civil registration and identification, the conduct of elections, and supervision of lower Republic bodies.

• The Ministerium Internum Rebus consists of multiple departments:

** Department of Educationem

• In English: Department of Education is tasked with the education of its residents. Assuring constant high education of its residents, the highest employment rates can be kept within the Republic.

** Department of Cultura

• In English: Department of Culture, is tasked with protecting the Republics’ core cultural values and embracing new partner alliance’s cultures into the Republic’s core values. The Ministerium Cultura has a central consultation body with a representative of every culture in partnership with the Republic.

** Department of Gazophylacium

• In English: Department of Treasury is tasked with managing the republic’s finances, inspecting government spending, and keeping a hold on the economic situation of the republic.

** Department of Nulam

• In English: Department of Immigration, is tasked with processing immigration/resident requests, tourist visits and business travels from outside of the republic

Ministerium Defensionis

• In English: Ministry of Defence, is the main military organization within the Republic of Novum Paladini and its allegiance is to the Republic and no other entity. The Ministerium Defensionis tasked with the safety and security of the borders and border colonies of the Republic of Novum Paladini. In times of crisis, terrorism, hostile conduct, and alien treats act accordingly and where needed supports the Ministerium Legi Domini with the security of the Republic, its territory, and its interests.

• In English: Ministry of Law & Justice is tasked with the formation of legislation and fulfilling the internal security of the Republic and its interests. Acting with the Legislative power, it also protects the republic and its interests

Constitution of the Republic of Novum Paladini

Section 1 – Separation of Powers

• I – All executive powers are acquired by Imperium; includes, but is not limited to: the President, Vice-President & Ministers.
• II – All legislative powers are acquired by Congressus; includes, but is not limited to: the Senate and the House of Representatives.
• III – All judicial powers are acquired by Sit Ut Iudicium under the department of Jurisdictio; includes, but is not limited to: the Attorney General & Judges.

Section 2 – Imperium

The President & Vice President

• I – The President and Vice President are immune to deposition and.
• II – If the President or Vice President wants to end his term of office, he/she will announce an election in which all citizens of the republic of Novum Paladini can participate.
• III – The President and Vice President are able to subject legislative proposals to Congressus to add or edit current, legislation to the republic of Novum Paladini.

The Ministers and Secretary

• I – Ministers will be elected by the House of Representatives. Candidates have attained the age of at least 18 years old and are elected from members of the House of Representatives (former or new).
• II – Secretaries are chosen by the Minister itself and serve as his/her right hand.
• III – Ministers are allowed to subject legislative proposals to Congressus to add or edit current, legislation to the republic of Novum Paladini.

Section 3 – Congressus

Domus Repraesentativis – The House of Representatives

• I – The House of Representatives shall be composed of members (e.g. chamberlains, secretary & ministers) chosen every fourth year by the people of Novum Paladini from the group carrying at least the status of Secretary OR from members of the society with a recommendation (exceptions to be made in times of limited numbers).
• II – No person shall be able to become a member of the House of Representatives who have not yet attained the age of at least 18 years old AND have at least citizenship status for 6 months in the republic of Novum Paladini.
• III – The House of Representatives shall choose their speaker and shall have the sole power of impeachment of these individuals. These individuals require to have attained the age of at least 18 years old AND have at least citizenship status for 2 months in the republic of Novum Paladini.
• IV – The House of Representatives will elect ministers for all Ministeriums within the Republic of Novum Paladini.
• V – If not enough participants apply to be chosen for the House of Representatives, citizens are able to apply for the House of Representatives;
• VI – Members of the House of Representatives are allowed to subject legislative proposals to Congressus to add or edit current, legislation to the republic of Novum Paladini.

Senatus – The Senate

• I – The Senate of the republic of Novum Paladini shall be composed of at least 3 senators chosen every fourth year by the President, Vice President, and Ministers of the Republic of Novum Paladini.
• II – No person shall be able to become a member of the Senate who has not yet attained the age of at least 18 years old AND are no former members of the House of Representatives.
• III – If not enough participants apply to be chosen for Senate, all citizens are able to apply for the Senate.
• IV – Members of the Senate are allowed to subject legislative proposals to Congressus to add or edit current, legislation to the republic of Novum Paladini.

Section 4 – Jurisdictio

Sit Ut Iudicium – Court of Justice

• I – The Court of Justice shall be composed of members who are chosen for life. The members are chosen and elected by the Court of Justice under the advisement of Imperium and Congressus.
• II – Members of the Court of Justice are independent of Imperium and Congressus and are not to be influenced by members of any other party.
• III – The Court of Justice shall choose their members and shall have the sole power of impeachment of these individuals. These individuals require to have attained the age of at least 18 years old AND have at least citizenship status for 2 months in the republic of Novum Paladini.
• IV – Members of the Court of Justice are not allowed to subject legislative proposals to Congressus to add or edit current, legislation to the republic of Novum Paladini.

Supremum Iudicatorium – Supreme Court

• I – The Supreme Court shall be composed of members who are chosen for life. The members are chosen and elected by the Court of Justice under the advisement of Imperium and Congressus.
• II – Members of the Supreme Court are independent of Imperium and Congressus and are not to be influenced by members of any other party.
• III – The Supreme Court shall choose their members and shall have the sole power of impeachment of these individuals. These individuals require to have attained the age of at least 18 years old AND have at least citizenship status for 2 months in the republic of Novum Paladini.
• IV – Members of the Supreme Court are not allowed to subject legislative proposals to Congressus to add or edit current, legislation to the republic of Novum Paladini.

Section 5 – Scope of Novum Paladini legislation

• I – All citizens/civilians, employees, staff, and tourists/migrants of Novum Paladini are to comply with:
  • a – the full scope of this legislation and sub-articles;
  • b – all legislation found at:
    • 1 – the Novum Paladini homepage;
    • 2 – the Novum Paladini spectrum page;
    • 3 – the Novem Paladini Discord
  • c – to abide by the manifesto of Novum Paladini.

Section 6 – Servitium Militare Cogunt

• I – All residents of the Republic of Novum Paladini, over the age of 18, are automatically registered for Compulsory Military Service in the reserve branches of the Novum Paladini Republic Navy (NPRN), the Novum Paladini Defence Force (NPDF), or the Novum Paladini Marine Corps (NPMC).
• II – Reserve forces will be deployed when the Republic and its interests are threatened by:
  • a – domestic acts of terrorism;
  • b – domestic crisis;
  • c – during conflicts, defending the Republic Planets under the NPDF;
  • d – during conflicts, defending the Republic Space under the NPRN;
  • e – during conflicts, while striking the opposition under the NPMC.
• III – Residents will be summoned for Compulsory Military Service, in case of the described under Section 6, article 2, if they:
  • a – have reached the minimum allowed age of 18;
  • b – are not performing core necessary profession(s);
  • c – are being educated for a profession.
• IV – All residents are obliged to follow military training when:
  • a – they reach the age of 18;
  • b – when having the age of at least 18 when they become a Republic resident.
• V – All residents are obliged to be mentally and physically inspected when:
  • a – they reach the age of 18;
  • b – when having the age of at least 18 when they become a Republic resident.
