History

After the wars the history of outlaw organizations is rich and diverse, shaped by the political and social turmoil that followed the many wars throughout the ‘verse. After the devastating wars, including the Earth-centric conflicts and the broader conflicts such as the Terran–Vanduul war, many outlaw groups and criminal syndicates rose to prominence, capitalizing on the power vacuums and instability. One such group to emerge was the Forgotten soldiers of the UEE, one of the most notorious outlaw organizations post-war.

The Rise of the Forgotten soldiers of the UEE
Post-War Fallout: After the end of major wars, such as the UEE (United Empire of Earth) versus Vanduul and the internal strife within the UEE itself, many soldiers, mercenaries, and civilians who were once loyal to their governments found themselves displaced, jobless, or living in regions where law enforcement was sparse. The expansion of the UEE into distant systems, along with the lack of resources in some of these outer regions, created a perfect environment for criminal enterprises to thrive. Many veterans turned to piracy, organized crime, and mercenary work, forming the foundations for outlaw groups like the Forgotten soldiers of the UEE.

Formation: Forgotten soldiers of the UEE originated in the Pyro system, a system well beyond the reach of UEE law enforcement and located near the edge of known space. The system’s remoteness made it ideal for smugglers, pirates, and ex-soldiers to operate without fear of immediate retribution from the UEE military. Over time, the group grew from a ragtag bunch of mercenaries into a formidable criminal organization. Forgotten soldiers of the UEE operated as a decentralized network of pirates, mercenaries, and smugglers, with their fleets being made up of ships of various makes and models, some even stolen from UEE military forces.

Tactics and Operations: Forgotten soldiers of the UEE operated primarily in two ways: piracy and mercenary work. Their primary means of income was through high-profile attacks on civilian cargo ships and even UEE military convoys, with the Fleet often seizing ships, looting them, and selling off their cargo. They were also involved in illegal trade and smuggling, trafficking everything from weapons to illicit substances.

In addition to piracy, Forgotten soldiers of the UEE worked as mercenaries for the highest bidder. They frequently took on jobs for criminal organizations, corrupt politicians, and wealthy individuals seeking to bypass UEE law. The Fleet often conducted covert operations, infiltrating secure systems and carrying out targeted raids, assassinations, and sabotage.

Forgotten soldiers of the UEE Power and Influence
Criminal Territories: As the Forgotten soldiers of the UEE expanded its operations, it began to control significant parts of space, particularly the Pyro system and the surrounding systems. These regions became lawless zones where the Fleet operated with near-impunity. Their influence extended across a wide range of illegal activities, including extortion, bribery, and corruption of local law enforcement.

The Forgotten soldiers of the UEE also developed a reputation for being incredibly brutal. They were known to enforce loyalty through violence and intimidation. Disloyalty was punished swiftly, and deserters were often killed or made examples of in public displays.

The Fleet’s Leadership: The leadership of the Forgotten soldiers of the UEE was shrouded in mystery for many years. Like many outlaw groups, the Fleet was led by a figurehead, known only as The Captain or The Warlord, with the actual leadership structure being a loose confederation of pirate lords, commanders, and influential mercenary captains. Each of these leaders ran a segment of the Fleet’s operations but still had to answer to The Captain, who commanded ultimate loyalty from the members.

As time passed, the organization went through power struggles, with factions forming within the Fleet, each vying for control. However, these factions would often merge back together when a common enemy threatened them, such as the UEE military or rival outlaw groups.

Enduring Legacy and Impact: Despite the UEE military’s efforts to eradicate the Forgotten soldiers of the UEE, the group’s influence continues to be felt in the fringes of human-controlled space. The Fleet’s brutal tactics and reputation for ruthlessness made it nearly impossible for the UEE to completely eliminate the organization.

Over the years, various other outlaw groups and cartels have emerged, but the Forgotten soldiers of the UEE remains one of the most formidable threats in the universe. Their actions have sparked increased military patrols and security measures in contested regions, but the Fleet’s cunning and ability to evade detection make it a persistent problem for the UEE.

As with many outlaw organizations, the Forgotten soldiers of the UEE represents the spirit of rebellion and lawlessness that thrives in the margins of the universe. Their history is marked by bloodshed, betrayal, and a relentless pursuit of power, making them both feared and respected across the galaxy.

Manifesto

The Forgotten Soldiers of the UEE, like many outlaw organizations in the universe, operates with a set of core intentions that drive their actions. These intentions are shaped by their desire for power, wealth, freedom, and revenge against the established order. Below are the primary motivations behind the Forgotten Soldiers of the UEE operations:

1. Desire for Control and Territory
The Forgotten Soldiers of the UEE ambition to expand their territory and control key sectors of space is a primary driving force. The Fleet operates on the fringes of UEE-controlled space, particularly in systems like Pyro, where law enforcement is sparse. Their goal is to carve out a domain where they can rule with minimal interference, controlling resources, trade routes, and even planetary colonies. By securing these territories, they not only gain access to wealth but also establish power and influence that can rival legal governments and factions.

Intention:
Expand influence and seize strategic systems, especially in lawless or poorly controlled areas.

Establish a pirate stronghold where they can dictate terms and dominate trade routes.

Create an independent and autonomous zone of power, free from UEE governance and law.

2. Profit Through Piracy and Smuggling
One of the Forgotten Soldiers of the UEE core intentions is financial gain, and they achieve this primarily through piracy and illegal smuggling operations. The Fleet frequently targets high-value targets such as commercial shipping vessels, UEE military convoys, and any ship carrying valuable cargo. They seize these vessels, loot their goods, and sell the loot on the black market, generating massive profits.

The Fleet also runs large-scale smuggling operations, transporting illegal goods—such as weapons, drugs, and stolen tech—across the galaxy. They have well-established routes and networks of contacts in various systems, making them a significant player in the underground economy.

Intention:
Generate immense wealth through looting and the black market trade.

Smuggle forbidden goods across systems, avoiding detection by UEE authorities.

Control key supply chains in illicit markets and gain leverage over rival criminal organizations.

3. Rebellion Against UEE Control
Another strong driving force for the Forgotten Soldiers of the UEE is their disdain for the United Empire of Earth (UEE). Many of the Fleet’s members are former military personnel, mercenaries, and soldiers who turned against the UEE after feeling betrayed by the empire’s lack of recognition for their service or the corrupt political structure that controls it. As a result, the Fleet’s leaders and many of its followers harbor a deep resentment toward the UEE and its rule.

Their piracy is, in part, a form of protest—an attempt to disrupt the UEE’s dominance and challenge its authority. By destabilizing UEE-controlled space and conducting raids on its military forces, the Forgotten Soldiers of the UEE undermines the empire’s power and asserts their own dominance.

Intention:
Disrupt UEE authority by attacking its shipping, military, and infrastructure.

Fight back against perceived injustice, especially against veterans and marginalized groups.

Reclaim power from the UEE and demonstrate their ability to operate beyond its reach.

4. Establishment of a Pirate Confederation
The Forgotten Soldiers of the UEE doesn’t merely want to exist as isolated outlaw groups; they aim to form a unified, organized pirate confederation. This goal is evident in their hierarchical structure, where individual pirate captains and factions operate under the broader banner of the Forgotten Soldiers of the UEE, but they all share a common goal: mutual protection, shared resources, and larger-scale operations that would be difficult for individual pirates to accomplish alone.

Through alliances and the creation of a loose but effective leadership structure, the Fleet has the potential to rival or even surpass the power of some governments. They strive for a system where resources are pooled, and there is strength in numbers—an outlaw empire where everyone benefits, but loyalty to the Fleet is paramount.

Intention:
Build a powerful, unified network of pirates and outlaws, expanding influence through cooperation.

Create a system where all members benefit from the spoils of their raids, rather than just a few.

Develop a permanent, organized criminal empire that can sustain itself for generations.

5. Power Through Fear and Intimidation
The Forgotten Soldiers of the UEE methods often involve ruthless tactics to maintain power and control over their territories and resources. Their reputation for violence and fear is part of their strategy to dominate and subjugate weaker groups, rival criminals, and even civilian populations in contested regions. The Fleet uses terror as a tool to ensure that they remain unchallenged and that any potential opposition knows the consequences of defying them.

Their leadership enforces loyalty through fear, and deserters or those who show weakness are often punished in brutal ways to serve as examples to others.

Intention:
Maintain control over their territories and operations through fear and intimidation.

Force rival organizations and governments to submit to their power through violent displays.

Crush any form of dissent or insubordination within the Fleet’s ranks, ensuring loyalty.

6. Strategic Alliances with Other Criminal Factions
While the Forgotten Soldiers of the UEE operates as an independent and often self-sustaining group, they are not above forming alliances with other criminal organizations when it suits their goals. This could include working with drug cartels, arms dealers, or other pirate factions, depending on the shared interests. These alliances are often temporary and based on mutual benefit, but they allow the Fleet to expand its influence, share resources, and take on larger targets.

Intention:
Form strategic alliances with other criminal factions to further the Fleet’s goals.

Engage in joint operations for larger-scale criminal activities, such as heists or smuggling rings.

Maintain flexibility in their relationships, knowing when to ally and when to betray.

7. Revenge and Retaliation
Beyond financial gain and control, some members of the Forgotten Soldiers of the UEE are motivated by personal vendettas and a desire for revenge. Many Fleet members were once part of the UEE military or other factions that experienced betrayal, abandonment, or mistreatment. As a result, some of the Fleet’s more aggressive actions are driven by a deep need for revenge against the systems and institutions that wronged them.

Whether it’s striking back against former comrades in the UEE military or exacting retribution on rival pirate groups, the desire for vengeance is a recurring theme within the Fleet.

Intention:
Seek vengeance against those who have wronged individual members, particularly former UEE affiliates.

Strike fear into those who might threaten the Fleet’s control or existence.

Use personal grievances to fuel operations and maintain loyalty within the ranks.

Overall, the Forgotten Soldiers of the UEE intentions are a mix of self-interest, rebellion, and ambition. They seek to create an outlaw empire, driven by the pursuit of wealth, control, and a desire to challenge the authority of the UEE and other power structures. Whether it’s through piracy, smuggling, or fear, the Fleet’s operations are designed to destabilize, dominate, and establish their place in the universe.

Charter

The Forgotten Soldiers of the UEE, like any large criminal organization, needs a set of rules to maintain order, loyalty, and effectiveness. While the organization is based on chaos, piracy, and rebellion, there are still guidelines that help govern the behavior of its members. These rules are designed to ensure the Fleet’s operations remain functional, its power structures intact, and its members loyal.

Here are some of the key rules the Forgotten Soldiers of the UEE abides by:

1. Loyalty to the Fleet Above All
Above all else, loyalty to the Forgotten Soldiers of the UEE is paramount. The Fleet is built on a foundation of mutual trust and cooperation, and any betrayal or disloyalty is punishable by death. Loyalty is expected not just to the Fleet itself but also to the leadership, especially The Captain (or whatever title the current leader holds) and the senior commanders.

Rule:
Any act of treason, desertion, or betrayal will result in swift and brutal punishment.

Loyalty to the Fleet, its leaders, and its cause is expected at all times.

2. No Infighting
While the Fleet is composed of a wide variety of pirates, mercenaries, and criminals, infighting between members is strictly forbidden. The Fleet must function as a unified force to be successful, and any internal conflict that threatens the stability of the organization is not tolerated. Rivalries can be dangerous and disruptive, and leaders are expected to manage and mitigate any potential conflicts.

Rule:
Do not engage in physical or political conflicts with fellow Fleet members.

Disputes between members must be resolved internally and without violence unless authorized by leadership.

3. Respect the Chain of Command
The Forgotten Soldiers of the UEE is structured with a hierarchy of leaders and commanders who oversee different factions and operations. Respecting the chain of command is crucial to maintaining order within the Fleet. Subordinates are expected to follow orders from their superiors without question, and lower-ranking members should report any acts of insubordination immediately.

Rule:
Follow orders from your superiors without hesitation, unless they violate the fundamental rules of the Fleet.

Disobeying orders or undermining the chain of command will result in severe punishment.

4. Share the Spoils (Fairly)
While piracy and smuggling are the primary methods of generating wealth for the Forgotten Soldiers of the UEE, the spoils must be distributed fairly among the members. The Fleet operates on a system of shared resources where rewards for successful raids and heists are distributed according to rank and contribution. High-ranking members receive larger portions, but every member gets their due, ensuring loyalty and morale.

Rule:
Loot from raids and heists must be shared in accordance with established Fleet protocols.

Higher-ranking members take a larger share, but everyone who contributes to an operation is entitled to their reward.

5. No Betraying Fellow Pirates
Members of the Forgotten Soldiers of the UEE are expected to respect their fellow outlaws, even in the midst of their criminal activities. “Backstabbing” or sabotaging fellow pirates is strictly prohibited. The Fleet operates under a code that values the brotherhood of piracy and outlaw life, and betraying a fellow Fleet member for personal gain (such as stealing from them or sabotaging their ship) is considered one of the most heinous offenses.

Rule:
Never steal from, sabotage, or betray another Fleet member.

Betrayal of a fellow pirate is met with immediate and severe punishment.

6. Keep a Low Profile When Necessary
While the Forgotten Soldiers of the UEE is known for its aggressive and violent tactics, members are also expected to exercise discretion when needed. The Fleet has learned to hide in the shadows, laying low to avoid drawing unwanted attention from UEE military forces or rival factions. Members are expected to be careful about their actions and avoid excessive risks unless the rewards justify it. Undercover operations, smuggling, and intelligence gathering are all part of their operations, and they must be carried out with caution.

Rule:
Avoid unnecessary attention from UEE forces or bounty hunters; keep your operations quiet and low-profile when required.

Reckless behavior or showing off will not be tolerated, as it endangers the entire Fleet.

7. Never Leave a Fellow Pirate Behind
One of the unwritten but strongly enforced rules of the Forgotten Soldiers of the UEE is that you never leave a fellow pirate behind. Whether it’s in battle, on a dangerous mission, or in the heat of an escape, members are expected to fight for the survival of their comrades. This creates a sense of solidarity and camaraderie, as members of the Fleet know they can rely on each other in moments of peril.

Rule:
Never abandon a Fleet member in need, especially during battle or a mission.

If a comrade is captured or injured, the Fleet will do everything to rescue them, even at risk to others.

8. Respect the Fleet’s Neutral Zones
While the Forgotten Soldiers of the UEE thrives in lawless and disputed regions, there are certain neutral zones where Fleet members are expected to operate under more controlled conditions. These areas, often known as “safe havens” or “Fleet-controlled territories,” are places where piracy is not actively pursued, and where smaller factions, allies, or neutral individuals may reside. In these zones, no violence or illicit activities are allowed unless authorized by Fleet leadership.

Rule:
In neutral zones, respect the boundaries and avoid engaging in violence or illicit activities unless given express permission.

Disrupting neutral zones or making enemies in Fleet-controlled territories is considered a serious infraction.

9. Honor the Code of the Forgotten Soldiers of the UEE
While the Forgotten Soldiers of the UEE operates outside the law, there is still a “code” that members adhere to. This code emphasizes respect for the Fleet, loyalty to comrades, and a sense of honor even in the most chaotic and violent of circumstances. It is a guide to the Fleet’s actions and behaviors, ensuring that they are not just mindless thugs but a brotherhood with a shared understanding of their purpose and goals.

Rule:
Uphold the code of the Forgotten Soldiers of the UEE: loyalty, respect, and solidarity.

Conduct yourself with dignity, even if you are a pirate. Disgrace to the Fleet is disgrace to yourself.

10. Do Not Cross the Leadership
The leaders of the Forgotten Soldiers of the UEE, especially The Captain or other key commanders, are untouchable in terms of authority. Any threat to the leadership, whether direct or indirect, is seen as a threat to the stability of the entire organization. The Fleet leaders’ word is law, and defying their decisions, whether in public or private, is considered an unforgivable act.

Rule:
Do not challenge or undermine the leadership of the Fleet.

Disrespect or disobedience toward leaders will result in severe consequences, including death.

11. Trade and Diplomacy are Tools, Not Priorities
While the Forgotten Soldiers of the UEE primarily thrives on violence and piracy, they understand the importance of trade and diplomacy for long-term survival. However, these activities are viewed more as tools to further the Fleet’s objectives rather than priorities. Pirates and smugglers who negotiate or broker deals with other criminal organizations or neutral parties are expected to use their bargaining skills to ensure the Fleet’s survival and dominance. However, they should never forget the core principles of piracy.

Rule:
Use trade and diplomacy to the Fleet’s advantage, but do not let it overshadow the pirate spirit of the organization.

Always ensure that the Fleet’s interests come first, even in diplomatic situations.

By abiding by these rules, the Forgotten Soldiers of the UEE maintains a delicate balance between chaos and order, ensuring that its members remain united and focused on their goals while avoiding the pitfalls of an unorganized, anarchic existence. The rules help preserve their power, influence, and ability to survive in a galaxy where the strong thrive and the weak perish.
