The UEE navy 4th fleet, a new time, a new approach. The Terra based defence force charged with defending the imperial frontier from threats both domestic and foreign. First on the scene and the last to leave. The 4th fleet’s mission is a safe frontier for the citizens of Terra and her neighbours.



History

In the throws of the Vanduul war, the UEE navy was stretched thin requiring massive force and resources to compete with even small incursions by the mysterious invaders. With Terra, the jewl of the colonies firmly in harms way action was demanded of the empire. The people called on the government of Terra to lodge an official request with the UEE to establish a new fleet specifically tasked with defending Terra, her neighbours and the frontier of the empire.

A year later, Earth opened the table for negotiation, however with the navy already struggling to make ends meet, Terra was unable to secure a new fleet. What the empire did grant was a founding rite, Terra was given permission to establish a new arm of the Navy to guard the frontier but would not recieve official funding or supplies from the empire to do so. Despite the outrage from its people, the government of Terra set to work establishing a new modernized model of conduct that would become the framework for the 4th fleet. Unlike traditional military structures provided for and paid for by the state, the 4th fleet would expand into industrial capacities and build capital internally to fulfill the requirements of operating as a part of the imperial navy.

Terra established an academy and began training personnel while contracted companies began pooling resources to establish the first vessels. Within 15 months, the first exclusively Terran fleet of the UEE navy christined its first capital ship, the UEES Kormorant, a javeline class destroyer crewed entirely by locals from the frontier, trained to navy standards and supported by a robust fleet of volunteer industrialists.

One year into her service, the Kormorant recieved news that it would be ajoined by a new capital ship designed to assist it’s aviation capacity, the UEES Tuatha De Danann, slated to be an Idris M class frigate with the new cutting edge Hornet Mk II’s. However disaster struck. A massive invasion by the vanduul called the Kormorant to service and it was lost with all hands en-route to Vega colony. In the aftermath of the Vega colony invasion, Terra’s reputation for supporting the navy was tarnished and all support from Earth had dried up. Senators were calling for the dismantling of Terra’s unique privilages with the navy but with the election of a new imperator, Terra recieved a second chance as political attention turned to the imperators new agenda.

The Tuatha De Danann was finished, a year behind schedule and with considerable shortcuts taken to complete it. With assistance from the vaunted Aegis Dynamics corporation, the UEES Tuatha De Danann left port as a refitted Idris-P class and enthusiasts from the Roberts Space Industries board donated their brand new Scorpius class heavy fighters to replace the now withdrawn hornets. Terra once more had its defence force. This time instead of immediately jumping on a new vessel for support, Terra shifted gears, vowing to keep their new capital ship close to home, assigning it to the troubled Stanton system for security to cut its teeth. Meanwhile Terra would begin a mass campaign to arm the 4th fleet with a vast array of affordable but able industrial and logistical ships, doubling down on the fleet’s premise of self sufficiency.

A chief overseer was appointed to liase with the 4th fleet admiralty and together, Terra along with its new fleet began drawing up plans to slowly but surely expand the 4th fleet. With equipment and supplies mustering in the Terra system, the fleet would face its first challange as disaster struck once more. For reasons unknown the gateway to Terra collapsed, forcing ships to have to travel through a number of other systems to reach Terra from Stanton, leaving the Tuatha De Danann and her crew, stranded out of supply range of their home port. While Terra worked the problem from their end, the Stanton arm of the 4th fleet took up a pro-active role against increasing threat to the system from rogues, pirates and insurrectionists begining a deep investigation to discern whether or not local criminal elements were responsible for the collapse.

As the investigation dragged on, the Tuatha De Danann was dragged deeper and deeper into a conspiracy by rogue elements to draw the UEE navy into a large scale conflict in the outlying frontier system of Pyro. With no official governing body for the Stanton system’s fractured corporatocracy and the leadership of Earth firmly deaf to the needs of the 4th fleet, the Tuatha De Danann and her crew began cautiously but aggressively dismantling the criminal elements of Pyro, working closely with the Civilian Defence Force, the 4th fleet and the CDF helped to bring a reliable stability to Stanton, kurbing incursions into the Pyro system to a minimum in order to prevent kicking off the war the insurrection desperately wanted.

Manifesto

Independance

The 4th fleet is an internally funded, self sufficient branch of the UEE navy, operating out of the Terra system as a political gambit by the Terran government to secure dedicated navy resources for frontier defence and comply with constituent demands in the face of an ambivalent Earth. Committed to the protection of the frontier, the 4th fleet operates security and peacekeeping operations to suppress hostile entities and kerb criminal power on the frontier.

Although recognized in name by the imperial navy, the 4th fleet does not recieve support from the UEE at large, instead relying on a complex network of logistics and industry operated internally by navy personnel in accordance with an operational framework drawn up by the Terran University of Military Sciences ultimately meaning the 4th fleet truely has a position for every walk of life in the UEE.

Dedication

Unlike other branches of the UEE navy, the 4th fleet is at the exclusive direction of the Terran government, meaning it is entirely commited to the exclusive support, security and care of the people of the imperial frontier, from Pyro to Terra, the 4th fleet is constantly on patrol and ready to respond to both domestic and foreign threats to the citizenry. Arguably more informed than the other fleet’s thanks to its net of logistics operators, the 4th fleet often knows about and responds to incursions by pirates, passanger liners in distress or explorers stranded on barren moons long before word reaches the board of admirals on earth.

Diversification

Military operations are expensive, the 4th fleet’s commitment to self sufficiency involves training logistics and industrial specialists in a variety of base level industries from mining and salvage to haulage, refinement and construction. From building new listening posts in the deep frontier to providing state of the art medication for Terra and her neighbours. The 4th fleet takes its commitment to the citizens of the empire to the next level with investments across the industrial board.

Drawing on the latest designs from corporations sometimes overlooked by the UEE, the 4th fleet is always researching new and efficient combinations of equipment to find the perfect balance of cost and strength allowing the citizen to rest assured that their safety will not only be enforced with valour but also expediency.

Charter

The 4th fleet is a military organization representing the authority of the Terra system and its government.

Do’s
- Members are encouraged to master tracks within the fleet
- The fleet encourages its members to share skills and knowledge to better the entire organization
- Members must adhere to a milsim environment that is enforced during missions (the fleet does not force military behaviour offduty)
- Members are required to show respect to one another
- Respect of rank is enforced during missions but not offduty

Dont’s
- The 4th fleet does not prohibit membership in other orgs
- Real world politics are a prohibited subject in the fleet at all hours
- The fleet does not tolorate discrimination of any kind
- Members are strongly discouraged from using thier own equipment on mission (We issue gear to our members at no cost)
- The fleet does not tolorate pirate behaviour or criminal activity against the citizens of the UEE

The above is a summary of general conduct expected in the fleet though as we grow and adapt, our situation will also grow and adapt. As a partial-milsim unit, we do expect a level of maturity and honesty from our members however unlike most milsim groups we’re not full commitment, we only excersize simulation behaviour during missions. Once the mission is over we’re a relaxed, social group with a common interest in Star citizen, the UEE navy or generally just military gameplay.

Our ambition is to mimic and mirror the UEE navy in Star Citizen in the ways we can while also allowing for engagement in as many of the legal gameplay loops as we can reasonably fit. As such we’re eager to communicate, we as the fleet are not all knowing and we love hearing new strategies and techinques from our members and although not every suggestion will become protocol, we like our members to feel comfortable and valued. It is a game at the end of the day.
