Outland Security: A History Forged in the Periphery

The company’s founder, a former UEE Marine Corps Gunnery Sergeant named Elias “Grim” Thorne, witnessed firsthand the inadequacy of official security forces in these remote and volatile regions. Corporations and independent prospectors alike were left vulnerable to predation, their hard-won gains snatched away by those operating outside the law. Disillusioned with the bureaucracy and slow response times of the UEE, Thorne believed a more agile and decisive security solution was needed.

His initial team was comprised of fellow veterans, individuals who had served with distinction in various branches of the military and possessed the skills necessary to not only defend but also to project force when required. They started small, offering protection details for mining operations and convoy escorts through dangerous sectors. Their reputation for effectiveness and unwavering commitment quickly spread.

As their success grew, so did their clientele and the scope of their operations. Outland Security expanded beyond Pyro, establishing a presence in other frontier systems like Stanton, particularly in the less secure zones around Crusader and its moons. They became a go-to for corporations seeking to secure valuable assets, independent traders navigating hazardous routes, and even individuals looking for discreet and reliable protection.

During the height of the Vanduul incursions into systems like Vega and Orion, Outland Security, while not a frontline military force, played a crucial role in supporting evacuation efforts, securing vital infrastructure behind the lines, and even conducting daring rescue operations. Their experience in operating in hostile environments proved invaluable, and their willingness to take on high-risk assignments earned them both respect and a degree of notoriety.

In the Right to Security: Every individual, every enterprise, has the fundamental right to operate and thrive without the constant threat of violence or theft. Where this right is not guaranteed by established powers, we step into the breach.

Charter

The Charter of Outland Security
Article I: Name and Purpose

Name: The organization shall be known as Outland Security (hereafter referred to as “the Company”).
Purpose: The primary purpose of the Company is to provide comprehensive security services to individuals, corporations, and other entities operating within the Star Citizen universe, particularly in frontier and high-risk environments where official security forces may be insufficient or unavailable. These services include, but are not limited to:
Asset protection (personnel, property, data, and cargo).
Convoy and transport security.
Security consulting and risk assessment.
Tactical response and threat neutralization.
Search and rescue operations in hazardous zones.
Security training for clients and their personnel.
Article II: Guiding Principles

Client Priority: The security and well-being of the Company’s clients shall be the paramount concern in all operational decisions.
Professionalism and Competence: All personnel shall maintain the highest standards of professionalism, competence, and ethical conduct in the execution of their duties. Training, discipline, and adherence to established protocols are mandatory.
Operational Effectiveness: The Company shall strive for maximum operational effectiveness through strategic planning, efficient resource allocation, and the utilization of cutting-edge technology and tactics appropriate to the environment.
Prudent Use of Force: While prepared to employ necessary force to achieve security objectives, the Company shall adhere to the principle of using the minimum level of force required to neutralize threats and protect clients and personnel. Escalation of force shall be a last resort, guided by clear rules of engagement.
Confidentiality and Discretion: The Company shall maintain the strictest confidentiality regarding client information, operational details, and proprietary methods. Discretion is paramount in all interactions.
Adaptability and Innovation: Recognizing the dynamic nature of the ‘verse, the Company shall foster a culture of adaptability and innovation, continuously seeking to improve its capabilities and respond effectively to evolving threats.
Respect for Local Laws and Customs: While operating in diverse jurisdictions, the Company shall endeavor to respect local laws and customs, insofar as they do not compromise the safety and security of clients or personnel.
Article III: Membership and Conduct

Membership: Membership in the Company is by application and approval, based on demonstrated skills, experience, integrity, and adherence to the Company’s values.
Code of Conduct: All members shall abide by a comprehensive Code of Conduct, which outlines expected behavior, ethical standards, and disciplinary procedures. This code shall emphasize loyalty, teamwork, respect, and responsible action.
Chain of Command: The Company shall maintain a clear and hierarchical chain of command to ensure efficient communication, accountability, and effective operational control.
Training and Development: The Company shall provide ongoing training and development opportunities to ensure that all personnel maintain peak performance and adapt to new technologies and threats.
Discipline and Accountability: Any breach of the Code of Conduct or dereliction of duty shall be subject to disciplinary action, up to and including termination of membership. Accountability for actions is paramount.
Article IV: Operational Guidelines

Contractual Agreements: All security services shall be provided under clear and legally binding contractual agreements that outline the scope of services, responsibilities, compensation, and rules of engagement.
Risk Assessment: Prior to undertaking any security operation, a thorough risk assessment shall be conducted to identify potential threats and develop appropriate countermeasures.
Resource Management: The Company shall manage its resources – personnel, equipment, and finances – responsibly and efficiently to ensure long-term sustainability and operational readiness.
Reporting and Documentation: Accurate and timely reporting of operational activities, incidents, and expenditures shall be maintained in accordance with established protocols.
Article V: Amendments

This Charter may be amended by a consensus vote of the Company’s leadership council, provided that all proposed amendments are communicated to all active members for review prior to the vote.
By the authority vested in the founders and the guiding principles of Outland Security, this Charter is hereby established to govern the operations and conduct of the Company and its members.
