History

Founded in the early 2100s, the Omni Space Warfare Agency (OSWA) was born from humanity’s leap into the new era of interplanetary defense. Following the forty-second successful launch of NASA’s third-generation military-class vessel, the U.S.S. Moses, Omni Space emerged as the next evolution in space warfare and human protection.

Built on decades of research and the integration of OmniTech™ military systems, OSWA became the first organization to train and deploy enhanced space combat units capable of operating across multiple theaters — from orbital engagements to deep-space conflicts.

The U.S.S. Moses and the United Space Military made history during the Battle of Sector 12, where Omni Space forces achieved a decisive victory that secured humanity’s place beyond the solar barrier. Through advanced weaponry, tactical AI, and elite training, OSWA gave humankind the upper hand in a war once thought unwinnable.

Over the following decades, Omni Space evolved beyond its origins. The OSWA now operates as a global network of defense and technology divisions, specializing in:

Charter

Preamble

We, the architects and guardians of humanity’s presence beyond Earth, establish the Omni Space Warfare Agency (OSWA) to secure, protect, and enable the expansion of civilization into space. This Charter defines our purpose, structure, authorities, limits, and responsibilities. OSWA exists to apply disciplined, accountable, and effective force and technology in defense of human life, infrastructure, and opportunity across interplanetary and extrasolar domains.

Article I — Authority and Legal Standing

Founding Authority. OSWA is formed under the legal instruments and intergovernmental agreements recognized by the United Earth Council and participating sovereign entities. Where local law applies, OSWA shall operate under the framework of applicable treaties and statutes.

Corporate Status. OSWA may operate as a hybrid entity combining governmental contracts, private commercial activities, research partnerships, and authorized defense operations. All commercial and governmental activities will be transparently documented and compliant with contractual obligations.

Limits of Force. OSWA shall not exercise sovereign governance or territorial claim powers on behalf of any state unless explicitly authorized in written agreement. Use of force shall be constrained by applicable international law, interplanetary accords, and OSWA policy.

Article II — Mission and Purpose

Primary Mission. To defend human life and infrastructure in space and on extraterrestrial settlements; to secure strategic assets and trade routes; and to provide rapid, reliable defense and rescue capabilities beyond Earth.

Supporting Objectives. Advance spacecraft development; deliver tactical and logistical support to authorized partners; develop and field OmniTech™ systems responsibly; and offer private military contracting under strict ethical guidelines.

Research & Development. OSWA will invest in research that enhances defensive capabilities, survivability, and mission safety, while enforcing safeguards against destabilizing or inhumane applications.

Article III — Organizational Structure

Board of Governance. A Board will set strategic direction, approve major contracts, and ensure legal and ethical compliance. The Board shall include representatives from founding partners, independent experts in space law and ethics, and elected civilian observers.

Executive Command. The Chief Commander (CC) is the agency’s chief executive responsible for operational command, policy execution, and internal administration. The CC is appointed by the Board and subject to periodic review.

Divisions. Core divisions shall include, but are not limited to:

Operations Command (OPCOM): Responsible for mission planning, tasking, and field operations.

Engineering & Development (E&D): Responsible for spacecraft design, OmniTech™ systems, maintenance, and testing.

Training & Doctrine (T&D): Responsible for recruitment, qualifications, training standards, and doctrine development.

Legal & Ethics (L&E): Ensures all actions comply with law and OSWA moral standards.

Logistics & Support (L&S): Manages procurement, supply chains, and sustainment.

Intelligence & Reconnaissance (I&R): Provides situational awareness, threat assessment, and targeting support under strict oversight.

Contracting & Partnerships (C&P): Manages commercial relationships, subcontractors, and interagency agreements.

Article IV — Command, Control, and Accountability

Chain of Command. Clear lines of authority shall be codified. Orders flow from the CC through division commanders to unit leaders; each level retains responsibility for lawful execution.

Rules of Engagement (ROE). Formal ROE shall be developed by T&D and L&E, approved by the Board, and updated to reflect evolving legal and tactical conditions.

Oversight & Audit. An independent Oversight Office will conduct regular audits of operations, procurement, and use-of-force incidents. Findings will be reported to the Board and relevant external authorities.

Article V — Personnel Standards and Conduct

Selection. Personnel will be selected for competence, character, and aptitude for space operations. Background checks, medical screening, and psychological evaluation are required.

Training. All personnel must meet OSWA standards for mission readiness, safety, and technical proficiency before deployment.

Code of Conduct. OSWA members pledge to uphold the Recruit’s Oath: execute lawful orders, protect noncombatants, report misconduct, and refuse unlawful commands.

Discipline. Violations of law or OSWA policy will be subject to disciplinary measures up to and including termination, criminal referral, or prosecution under applicable law.

Article VI — Procurement, Technology, and Responsible Use

Procurement Policy. Acquisition of equipment and services shall follow transparent procurement practices, ethical sourcing, and lifecycle accountability.

Technology Safeguards. OmniTech™ systems will be developed with built-in safety, fail-safes, and human-in-the-loop controls where required by policy and law.

Export Controls. Transfer of sensitive technologies shall be subject to strict export control protocols and international compliance review.

Article VII — Partnerships and Contracting

Government Partnerships. OSWA will maintain formal agreements with authorized governmental bodies to support defense and humanitarian missions.

Commercial Contracts. Private contracting will be allowed under predefined terms that protect civilian interests and ensure legal accountability.

Research Collaboration. OSWA will partner with academic and industry leaders to foster innovation while protecting intellectual property and ensuring safety.

Article VIII — Civilian Protection and Humanitarian Obligations

Protection of Civilians. OSWA operations shall prioritize civilian safety, infrastructure protection, and emergency medical support.

Humanitarian Response. OSWA will maintain rapid-response capabilities for search-and-rescue, disaster relief, and evacuation under humanitarian mandates.

Article IX — Transparency and Public Responsibility

Reporting. OSWA will publish unclassified annual reports detailing mission summaries, audited expenditures, and ethics reviews.

Public Statements. Official communications will be released through designated channels; classified details remain under appropriate protection.

Community Engagement. OSWA will engage with affected communities, settlement councils, and stakeholders to address concerns and coordinate protection.

Article X — Ethics, Review, and Amendments

Ethics Council. A standing Ethics Council will review contentious operations, new technologies, and policy changes.

Amendments. Amendments to this Charter require approval by a supermajority of the Board and review by the Ethics Council.

Sunset and Renewal. Major authorities granted to OSWA will be subject to periodic legislative or supervisory review and may be renewed, modified, or revoked according to oversight findings.

Article XI — Ratification and Effective Date

This Charter is ratified by the founding signatories and enters into effect on the date indicated in the ratification instrument. It represents OSWA’s binding statement of purpose and governance until lawfully amended.
