UEE Naval Intelligence: Task Force Umbra

Formation & Purpose

In the year 2938, as threats from the Vanduul Empire escalated, the UEE found itself at a critical crossroads. Traditional naval forces were unable to respond quickly enough to the covert dangers posed by rogue organizations, enemy spies, and insurgents within the Empire. The Office of Naval Intelligence (ONI) recognized the need for a specialized, deniable force—one that could operate in the shadows, with no official record of its existence.

Task Force Umbra was conceived by Legatus Navium Hunter, an experienced strategist who had witnessed the limitations of conventional military responses. Hunter argued for a clandestine group capable of executing high-stakes operations where conventional forces couldn’t venture, ensuring deniability and discretion at all costs.

The result was Task Force Umbra, an elite black ops division designed to handle only the most sensitive and classified missions. Its operations would not only involve military action but also espionage, sabotage, and targeted eliminations. Task Force Umbra reports directly to UEE Naval Intelligence, beyond the reach of political oversight, making it one of the most secretive and feared divisions within the UEE.
Mission Parameters

Task Force Umbra operates under the following broad guidelines:

Covert Operations: Undertake missions in high-risk areas that require stealth and absolute secrecy. This includes espionage, assassination, and sabotage against the UEE’s most dangerous enemies.

Counterintelligence: Eliminate traitors, spies, and informants within the UEE’s ranks, ensuring no breach in the security of the Empire. Task Force Umbra is known for swiftly handling these cases without leaving a trace.

Espionage: Infiltrate enemy organizations, learn their plans, and extract critical intelligence without being detected. This involves deep-cover operations where operatives assume false identities, often blending in with enemy forces for years.

Asset Protection & Recovery: Protect vital UEE resources, such as experimental technology or key personnel, from hostile forces, while also recovering sensitive data or materials from lost or compromised locations.

Notable Operations

Operation Veilcutter (2941):

In this mission, Task Force Umbra was deployed to eliminate a Vanduul scouting base on the outer edge of UEE-controlled space. The operation, executed by Commodore Althea Rex, was designed to prevent the Vanduul from establishing a forward operating base capable of launching attacks against civilian shipping lanes. The mission was completed without any evidence of UEE involvement, and the Vanduul were left with no idea of what hit them.

Directive Nightfall (2944):

A high-ranking UEE official, Admiral Roderick Morrow, was discovered to be secretly feeding intelligence to criminal syndicates. Task Force Umbra was tasked with eliminating him before he could cause irreparable damage. Using covert tactics, Umbra operatives infiltrated Morrow’s inner circle and staged his disappearance, making it appear as if he had defected to an unknown enemy faction. The cover-up was flawless, and no one in the UEE ever suspected foul play.

Protocol Revenant (2950):

A terrorist cell operating in Pyro system had been planning a devastating strike on UEE civilian colonies. Task Force Umbra, led by Captain Nadia Vance, infiltrated the cell, posing as mercenaries for hire. Over the course of several months, operatives gathered intel and planted misinformation to confuse and misdirect the cell. In the end, the terrorists were destroyed from within, and Task Force Umbra had successfully neutralized the threat without ever firing a shot.
The Shadow War

Though Task Force Umbra is known to eliminate high-profile targets, its most dangerous work often occurs in the shadows. The group has become the hidden hand of UEE intelligence, intervening in covert operations that involve outlaw factions, rogue agents, and even high-level political figures. Most of these operations remain classified to this day, and few in the UEE Senate or military are even aware of Umbra’s existence.

Despite its secrecy, Legatus Navium Hunter and his inner circle have maintained Task Force Umbra’s loyalty by instilling a fierce sense of purpose and unity among its members. The division’s success lies in its ability to operate unnoticed, striking with precision when needed, and disappearing without leaving a trace.

Membership & Loyalty

Joining Task Force Umbra is a rare honor, and potential candidates are carefully selected from across the UEE military. Legatus Navium Hunter personally oversees the recruitment process, ensuring that only those with exceptional skills, mental fortitude, and unwavering loyalty to the UEE are chosen. Once recruited, members are conditioned to work without recognition, their names erased from any public records, ensuring that if captured, they will be disavowed by the UEE.

Most operatives remain with the organization for the entirety of their careers, but those who leave—whether by retirement, death, or betrayal—are rarely heard from again. Task Force Umbra is a family bound not just by military ranks but by the unspoken understanding that their work will never see the light of day.

Our Duty

We are tasked with the preservation of the United Empire of Earth, not in the open, but where the Empire’s most dangerous enemies operate in the unseen. Our duty is not simply to fight but to preserve the order of our people, the sovereignty of the UEE, and the future of humanity itself.

The threats we face cannot be fought in the open. They are born of secrecy, deception, and subterfuge. From Vanduul warbands operating behind enemy lines to corrupt officials within the very halls of our government, our mission is to strike before these threats can destroy what we have built. We fight the unseen enemy.
Our Creed

We believe in the sanctity of order, and in the necessity of our role as the unseen force that ensures that order prevails. We understand that our actions may never be known, that the Empire may never thank us or even recognize our existence. We do not seek fame or glory—our actions are our legacy. The very nature of our work demands anonymity, and we embrace it fully.

Article I: Establishment and Authority

Section 1: Formation

Task Force Umbra is a classified division operating under the direct oversight of UEE Naval Intelligence (UEE-NI). Established in response to escalating covert threats against the United Empire of Earth, Task Force Umbra exists beyond standard military operations, executing missions deemed too sensitive for conventional forces.

Section 2: Chain of Command

Task Force Umbra operates under the command of the Legatus Navium, who reports directly to the High Command of the UEE Navy and, when necessary, to the Imperator’s office. Due to the classified nature of operations, Task Force Umbra maintains an independent command structure while remaining accountable to UEE-NI.

Section 3: Jurisdiction

Task Force Umbra has operational authority across all UEE-controlled territories and, when necessary, beyond UEE borders. This includes deep-space reconnaissance, counterintelligence, black ops missions, and direct intervention in high-risk scenarios where conventional UEE forces cannot act.

Article II: Mission and Directives

Section 1: Primary Mission

Task Force Umbra is charged with identifying, neutralizing, and eliminating threats to the stability and security of the UEE through covert operations, intelligence gathering, and strategic eliminations.

Section 2: Core Directives

Covert Warfare: Conduct special operations, including assassinations, sabotage, and deep infiltration, against hostile entities.
Counterintelligence: Identify and neutralize internal and external espionage threats within the UEE.
Strategic Elimination: Execute high-priority strikes on targets deemed existential threats to the UEE.
Deep Reconnaissance: Operate behind enemy lines to gather critical intelligence and disrupt enemy operations.
Black Operations: Undertake classified missions outside the bounds of conventional warfare, operating with deniability.

Article IV: Operational Conduct

Section 1: Code of Secrecy

All operatives of Task Force Umbra are bound by the Classified Operations Mandate. Disclosure of mission details, operational status, or affiliation with Task Force Umbra is strictly prohibited under penalty of treason.

Section 2: Rules of Engagement

Operational Discretion: All actions taken must be deniable. Task Force Umbra does not officially exist. No Recognition: Members forego public commendations and records of service remain classified. Efficiency Over Exposure: Engagements must be swift and decisive—failure to maintain secrecy may result in mission termination. Loyalty to the UEE: Members serve the stability of the Empire above personal ambition.

Article V: Recruitment and Training

Section 1: Selection Process

Task Force Umbra recruits exclusively from the UEE Navy’s most elite personnel. Candidates must undergo a classified vetting process, psychological evaluation, and advanced tactical assessment before acceptance.

Section 2: Charter Amendments

Amendments to this charter require direct approval from the Legatus Navium and UEE Naval Intelligence Command. Any unauthorized changes to protocol are considered high treason.
