Major Combat Operations (MCO) serves as the action provider when called upon, whether within or beyond the normal constraints of UAEE purview. Our commitment to predetermined success involves deliberate planning, leveraging the diverse talents within our organization. To achieve this, we prioritize being a well-organized and disciplined team, employing proven intelligence gathering techniques, military tactical planning tools, objective-based action rehearsals, and, ultimately, accomplishing the mission. Demanding excellence and professionalism in all aspects of our work aligns with the expectations our customers have of us.
Anonymity stands as our promise and the cornerstone of our organization—our operations are executed with a level of stealth that ensures they’ll never see us coming, and they’ll never know why.

I. Purpose and Authority
This charter establishes the foundational governance and operational structure of Major Combat Operations (MCO). It defines our code of conduct, core organizational principles, and command architecture in support of full-spectrum tactical operations in both terrestrial and space-based theaters. MCO exists to dominate through discipline, discretion, and unmatched capability.
II. Areas of Organizational Focus
1. ORG-COC – Code of Conduct
MCO operates under a strict code of conduct governing all members across every rank and billet.
a. Rank and Positional Authority. Rank is respected, positional authority is enforced.
b. Command is derived not just from title, but from demonstrated trust, competency, and discipline.
c. In the field or in garrison, orders are lawful, mission-focused, and to be executed with precision.
2. Rank Structure and Promotions a. Promotions are merit-based, tied to performance, mission contribution, and demonstration of leadership. b. Time-in-service and skill certifications are secondary to tactical effectiveness. c. Rank is never an entitlement—it is earned.
3. Personal Behavior (In and Out of ORG) a. MCO expects absolute professionalism. b. Members represent the organization at all times, both in uniform and in their personal conduct. c. Violations of conduct—on duty or off—are grounds for immediate disciplinary review.
4. Commitment to Mission a. “You sign up, you fight.” b. Membership is not ceremonial. It is a commitment. c. MCO does not tolerate passivity. If you are part of this unit, you are part of its fight. d. Mission failure due to negligence, cowardice, or ego is not acceptable.
5. Having Fun a. Discipline does not preclude camaraderie. FUN IS MANDATORY! b. We fight hard, but we also build bonds, enjoy our downtime, and maintain morale. c. Esprit de corps is a key component of our operational endurance.
6. Contracts and Services a. All operational engagements (internal or client-based) are governed by contract-based execution parameters. b. Contracts are handled with full discretion, clear rules of engagement, and strict adherence to our organizational ethos. c. Service delivery is professional, mission-aligned, and always exceeds expectations.
7. Ships and Equipment
a. Asset allocation is based on mission needs and operator qualification.
b. Personal or ORG gear is authorized pending mission parameters. (Insurance may affect this statement in the future)
c. Maintenance, upgrades, and loadouts are overseen by the S4 Logistics Command.
d. Ship usage logs and equipment accountability are mandatory.
7. Military Tactics and Technical Proficiency a. Planning Tools i. Tactical planning is informed by proven military frameworks: SMEAC, 5-Paragraph Order, OODA Loop, and mission-oriented rehearsals.
b. Technical Skills a. Members are trained across a range of specialties: i. Pilot, Ground Operator, Medical, Intelligence, Mechanical/Engineering Communications and Cyber, Combined arms, Ground Equipment
c. Rules of Engagement (ROEs) a. ROEs are mission-specific and codified before deployment. b. Deviations without justification or command approval result in operational review. c. Lethality is justified, controlled, and purpose-driven.
